Haddington Road Agreement Garda
Under the new proposals, gardaa will receive the equivalent of the rental allowance of 4,000 euros in two tranches, one in January 2017 and the other in January 2018. The agreement also addresses the key issue of the two-tier wage structure put in place for garda after 2012, when the Then Fine Gael-labour coalition unilaterally cancelled civil service staff allowances, which was resumed after that period. There will be no extension of Saturday work. However, there will be a revision of the rules for the group membership table, but no change without agreement. The reinstatement of wages is gradually done over the duration of the agreement: in early July, the government designated the Guard Representative Association for allegedly «refusing» the payment agreement on Lansdowne Road and invoked financial emergency laws to impose sanctions on its members. Under the new agreement agreed between the Garda Representatives Association and the Ministry of Justice on weekends, the total number of overtime hours to work each year will be reduced from 30 to 15 per year. In exchange for the abolition of the two-tier wage structure, the Garda Representatives Association will be required to sign the collective agreement for the funding of the Lansdowne Road Public Service. Informed sources said the agreement also contains an obligation to create a new process to reduce Garda`s work week from 40.4 hours per week to 39 hours until the end of the Lansdowne agreement on the road. The deal would also see that Garda, which has lost additional wage increases due since July last year, receives the money.
The government and public service unions have reached a draft agreement on a wage agreement to replace the lansdowne agreement on the roads. The overtime period will expire in mid-2018.
